907: Collapse or Reset

Today, the preservation of Section 907 is one of the most important strategic tasks of the part of the Armeniancy that opposes the Turkish-Azerbaijani colonisation. We are able to rally around this task, demonstrating to Ankara, Baku and their henchmen in Yerevan that the Armenian world is alive, strong and capable of dealing a crushing blow to the enemy.

The Turkish collaborationist and his young Janissaries have entered an active phase of preparation for the hot summer of 2026. The satrap calls this an ‘election’, when the proud citizens of ‘Real Armenia’ once again will have to ‘elect’ the next government. In reality, Nikol Pasha needs to prove to his masters that he can still keep 2.5 million ‘proud citizens’ in check, puppet the so-called ‘opposition’, kick the ancient institution of the Armenian Church in different places, remove the image of Ararat from state customs stamps and at the same time shake hands with the broad strata of the Armenian communities around the world. Ankara and Baku are calm – everything is under control inside the colony, there have been no surprises so far. They focused on solving a more important strategic task: eliminating elements that could become a problem in forming their own transnational system of influence. The Turkish world, which will be allowed to create global networks within key decision-making centres, has every chance of becoming one of the central players in the future system of international relations.

The colonisation of geographical Armenia creates a wide range of tactical threats that can be overcome under certain conditions and circumstances. However, the formation of a transnational Turkish nation (the Turkish-Azerbaijani core) poses a real strategic threat – the absorption of the only source of the Armenian agency – the remnants of the fragmented Armenian world. Over the past month, from different stands, Erdogan and Aliyev have been actively promoting the importance of revoking Section 907 of the U.S. Freedom Support Act as soon as possible. So, what is it about and why is it so important. In the early 1980s, a real influential Armenian lobby was formed in the United States led by two reputable Republicans: Senator Robert Dole and California Governor George Deukmejian. Their influence on the Republican elite, including Presidents Ronald Reagan and later Bush Sr., played an important role in shaping the pro-Armenian agenda in the White House and Congress.

In the late 1980s, the Reagan administration and a bipartisan group in Congress supported the aspirations of the Artsakh/Karabakh Armenians to reunite with the Armenian SSR. This topic was raised at the highest level, which further predetermined the substantial support of the Armenian side by the United States. In 1992, the U.S. Freedom Support Act was passed, which became the legislative basis for Washington to build bilateral relations with the new national post-Soviet republics. However, a special section 907 was adopted to this law, which was passed by a majority in Congress and approved by the White House administration itself. Within the framework of this section, it was prohibited to provide any economic, military-technical and other support to Azerbaijan due to its aggression against Armenia and Artsakh/Nagorno-Karabakh. At the same time, humanitarian and economic support to Artsakh/Nagorno-Karabakh itself was approved within the framework of American government programs.

The situation is completely unprecedented in American foreign policy history. The United States has always adhered to the philosophy of balance of power, creating a system of influence on all conflicting parties. Even the opponents of Israel – from Egypt and Syria to Palestine, were not so clearly and openly blocked by the American side at different times. Since 1994, when large American oil corporations entered Azerbaijan as part of the ‘Contract of the Century’, Baku has repeatedly tried to revoke Section 907. The oil lobby has been actively involved in this process, but all attempts have failed. Moreover, in 1996 and 1997 a coalition has formed from the Turkish and Israeli oil lobbies, which were defeated in the lobbying war against the pro-Armenian wing of Senator Robert Dole. And even in the most difficult geopolitical conditions, after the tragedy of September 11 and the declared war on terrorism, Congress allowed the Bush administration only to suspend certain provisions under Section 907. It was mainly about economic and logistical constraints, as Azerbaijan was ready to support the United States and provide them with all the necessary resources.

In short, Section 907 of the U.S. Freedom Support Act, adopted by the majority of lawmakers from both parties and supported by the Presidential Administration, officially established and fixed that:

Azerbaijan is an aggressor state, while Armenia and Artsakh/NagornoKarabakh are the victims of aggression;

Azerbaijan is a state that carries out an illegal blockade of the border between Armenia and Artsakh/NagornoKarabakh;

Artsakh/NagornoKarabakh is a separate entity, which, unlike de jure recognised Azerbaijan, receives support through American government programs.

One can talk about the effectiveness of Section 907 as much as possible, but there are a number of indisputable facts. Firstly, the unanimous support for its adoption (by Congress and the White House) indicated that the American deep state had serious strategic plans for Armenia and Artsakh/Nagorno-Karabakh. Secondly, Section 907 is the most important and the only politically meaningful achievement of the Armenian lobby. Thirdly, under appropriate circumstances, the serious legislative framework can have a decisive impact on changing the geopolitical realities of the region after the Azerbaijani aggression of 2020.

The Turkish collaborationist and his minions, who call themselves ‘experts’, tell the proud citizens of ‘Real Armenia’ that Section 907 is nonsense that has no serious significance. At the same time, it does not occur to anyone to ask the Young Janissaries an obvious question: if it does not matter, then why are Aliyev, Erdogan and all their lobbying groups actively engaged in this issue? They seek to completely repeal Section 907 as soon as possible, using the position of their satrap as their main argument, who not only does not object, but is also ready to provide the necessary assistance in this process.

Unfortunately, the organisations that call themselves the Armenian lobby today, have long proved their complete failure and incompetence, becoming an appendage of the feudal clan system of Armenia and the service personnel of other external forces. And these words are soft for those who, having a 100-year heritage in the United States, a significant electoral base, a Christian background and political capital in the form of Section 907, could not even get symbolic sanctions from Washington against Azerbaijan, which carried out aggression against Artsakh/Nagorno-Karabakh and expelled the entire Armenian population from there. Now these same organisations boast that they have managed to push through an amendment that reads as the following: ‘the amendment has the U.S. Secretary of State engage with the Governments of Armenia and Azerbaijan to encourage the release of the Armenian prisoners of war, the protection of Armenian religious and historical sites, the safe return of the refugees of Nagorno-Karabakh’.

It is an outstanding achievement to ask the US Secretary of State (not even the President or the administration), in his turn, to ask the aggressor country to show mercy to the prisoners of war and to level the traces of the Armenian civilisation preferably not so quickly, while the phrase ‘refugees from Nagorno-Karabakh’ deserves a special order from the Turkish world. It turns out that the indigenous population of Artsakh/Nagorno-Karabakh, blocked and forcibly expelled from their lands, are just ‘refugees’ who need only one thing – to ‘return safely’. Look at the wording in Section 907 and those that were presented as an ‘achievement’. This is one of the most striking indicators of incompetence, impotence and degradation.

Today, the preservation of Section 907 is one of the most important strategic tasks of the part of the Armeniancy that opposes the Turkish-Azerbaijani colonisation. We are able to rally around this task, demonstrating to Ankara, Baku and their henchmen in Yerevan that the Armenian world is alive, strong and capable of dealing a crushing blow to the enemy. The world should see that the interests of Armenians are not represented by the invertebrate Turkish stooge of Pash-inyan, not by a primitive spineless ‘opposition’ dreaming only of another colonisation of their country, not by silent passive collaborationists in communities, but by completely different forces that will manifest themselves yet.
